Chop the washed cauliflower to make small chunks. Soften the pieces by either boiling or steaming for 10 minutes.
Drain the water thoroughly and dry the pieces. Transfer to a blender or food processor with all of the remaining ingredients except for the chives. Mix together until smooth and uniform.
Move the blended cauliflower to a baking dish. Cook in the oven for 10 minutes.
Season with chopped chives and a dash of pepper before serving.
